Pixels and KB do different jobs.

A 1280 × 800 image can weigh many different amounts. Maximum dimensions reduce the pixels; a file size budget controls how much encoded data an upload permits.

A target is a budget, not a promise.

JPEG and WebP use up to nine quality trials at the chosen dimensions. PNG is re-encoded once, without a lossy quality setting. The tool always reports the actual saved byte count.
